How do you read body language?

Help me please. How do you read someones body language and what it is saying. && how do you imply things by certain body language. Thanks.

1. examples of some body languages and their interpretation: 1) If someone is sittingg down with their arms folded and not really smiling it means that they don't really wanna talk to anyone 2) If a woman is licking her lips smiling and looking at you it means that she wants to kiss you or more 3) If a girl is dressed up like she is going to the beach in the middle of the winter it means that she wants to get people's attention 4) If a person is not looking at you while talking to you it means that they don't respect you etc... 2. Pretty broad question. Look it up online or get a book, but here are some basics: Crossed arms - closed to you crossed legs - same as above chest pointed in your direction - you are the most impt person to that room to that particular person quick raised eyebrows - person likes what they see clenched fists - anger sitting up straight with chest thrust out - woman who is interested slouched over - opposite as above person brushes off imaginary lint or crumbs in your direction - means get lost / you are insignificant
3. i've seen way too much body language an i think it's used to play games and be hurtful. so cross your hands behind your back whilst you whistle james blunt somebody wipe the slobber off his mouth,i'm sure he's a swell kisser and repeat everything i say to your leader sho enough isn't about respect.
4. You read body language very carefully , with out mis interpretation, and maturity can judge a lot better what the body is communicating in most instances but the eyes are the true give away in any language of communication.
