Fix body language

Is there something wrong with the girl? body language..?

If a girl walks into a building and this guy she never seen before turns he's head and is looking at her non-stop for about ten minutes and won't look away (even though he is aware that the girl knows he is looking). And holding he's finger under he's lip wiggling it, while looking up into the girls face. What does this mean? Is this a bad sign as far as body language goes?

1. okay... of course(if the girl aint a freak) this as im gettin it means the guy is thinkin of things he shouldnt. or maybe (no homo) the girl is a bad jawn and he's unharmingly looking lol but yea he should jus look and stop "wiggingly his lip" n put his hands in his pocket.- where they belong
